Welfare Reform: What Happens After Time Limits, Sanctions, and Diversions?

The 1996 welfare reform bill
will result in fundamental changes in state welfare programs, including time limits, tough
sanctions, and reforms designed to divert applicants from welfare. What happens to people
after they lose welfare due to time limits or sanctions, or if they are
"diverted" from coming on the rolls? The Honorable Donna Shalala, Secretary of
the U.S. Department of Health and Human Services, will keynote the conference series.
Next, two researchers will describe recent findings from evaluations that examine the
effects of policies that remove people from welfare. Finally, a state administrator, a
federal policymaker, and a national journalist will comment on these findings.
