The 1995 National Survey of Family Growth and National Survey of Adolescent Males report a 9% decline in sexual activity among 15- to 19-year old females since 1990, and an 8% decline among males since 1988.  The proportion of sexually active females reporting contraceptive use at first intercourse rose from 65 percent in 1988 to 77 percent in 1995 (driven largely by condom usage). How reliable are these data?  What are their implications for policy?
