The 1996 welfare reform bill contained many provisions meant to reduce out-of- wedlock teen pregnancies and births, including requirements that minor parents must live at home or in an adult-supervised setting, and be in a school or training program.  In addition, $50 million per year is available to states for abstinence-only education; states that most decrease their "illegitimacy ratio" will be given bonuses; and states are allowed to impose family caps.  How are states implementing the reforms?  Is there evidence that the provisions are leading to the desired outcomes?
