Richard P. Nathan is Distinguished Professor of Political Science and Public Policy, University at Albany, State University of New York.  He serves as director of the Nelson A. Rockefeller Institute of Government and provost of the Rockefeller College of Public Affairs and Policy, which is part of the State University of New York in Albany.   Prior to coming to Albany, Nathan was a professor of public and international affairs at Princeton University, and before that a Senior Fellow at The Brookings Institution.  His government service includes associate director for the National Commission on Civil Disorders (Kerner Commission), director of domestic policy research of the national campaigns of Nelson A Rockefeller, assistant director for the U.S. Office of Management and Budget, and deputy undersecretary for welfare reform of the U.S. Department of Health, Education, and Welfare.  His books include Turning Promises Into Performance (Columbia University Press, 1993), The Administrative Presidency (MacMillan, 1983), Reagan and the States (Princeton University Press, 1987), and Social Science in Government (Basic Books, 1988).
