A number of provisions in the 1996 welfare reform bill reflect the fact that policymakers and the American public are deeply concerned about the link between nonmarital births to teenagers and long-term poverty and welfare receipt. One factor associated with dependency is a second birth to a teen. Having another child makes leaving welfare for work much more difficult. How prevalent are second births to teen parents? How have past demonstration programs attempted to prevent second births? How successful have such programs been?
